   Highlights from the 17th Annual General Meeting

  IADI, whose Executive Council is chaired by Mr Katsunori Mikuniya, IADI President and Governor of the Deposit Insurance Corporation of Japan, held its 17th Annual General Meeting (AGM), Annual Conference, 56th EXCO and 56th bis EXCO meetings on 17 - 19 October 2018, at the Bank for International Settlements (BIS), in Basel, Switzerland. The highlights of the week’s proceedings were;

 
Appointment of New IADI Treasurer
 
During the IADI AGM held on 18 October 2018, IADI elected Mr Roberto Tan, President and CEO of the Philippine Deposit Insurance Corporation for the position of the Association’s Treasurer, effective 18 October 2018. Mr Tan takes over from Mr Nikolay Evstratenko, who held the position as ad interim until the 2018 AGM.

The Association expresses its gratitude to Mr John Chikura, former CEO of the Deposit Protection Corporation, Zimbabwe (DPC), for his longstanding efforts to advance the IADI’s objectives. Since the DPC joined the Association in 2003, Mr Chikura has been the IADI’s longest serving EXCO member. In addition to representing the Africa Regional Committee as its Chairperson, Mr Chikura also chaired the first IADI Working Group on Funding Options and served two terms as the IADI Treasurer from 2014-2016. Mr Chikura retired from the DPC in July 2018. IADI Members wish him every success in his future endeavours.

   Message from David Walker, IADI Secretary General



  The past six months have been a time of significant accomplishments for IADI. The Association has been advancing its Strategic Goals through key initiatives such as improving the delivery of IADI’s training, technical assistance and capacity building services to Members and advancing IADI’s policy and research, as well as member outreach efforts.

The Training and Technical Assistance Council Committee (TTAC), collaborated with the Secretariat in its planning and facilitation of Technical Assistance Workshops (TAWs); six TAWs were held in the past year. Additionally, IADI developed a special training manual for TAWs and other training areas. The association also helped organise and facilitate an expert training workshop in Naples, Italy, in March 2018.

In the area of research, guidance, and policy development, IADI’s Core Principles and Research Council Committee (CPRC) and the Secretariat’s Research Unit (RU), have been working on the development and articulation of IADI-generated deposit insurance, financial stability policy and research. The aforementioned has included the development of research on asset recoveries, contingency planning and crisis management, public policy objectives, risk management and internal control systems and differential premium systems. It also includes identification of emerging trends in deposit insurance and financial stability such as resolution funding and the insurability of mobile deposits.

The IADI database has enabled the Association, and researchers around the world, to better analyse global deposit insurance trends, as well as provide insight for those seeking to enhance their domestic deposit insurance systems. A key example is the collection of deposit insurance related data in the 2018 Annual Survey from 135 respondents, the largest number of responses to date. In addition, the enhancement of IADI’s database through the development of an IADI Survey and Data Management System (ISDMS) is underway.

The support of the Bank for International Settlements (BIS) has been integral to our achievements. As well as hosting the Association and contributing to its operations, the BIS provides assistance with accounting, logistics, infrastructure, legal matters and human resources. Having the Secretariat located at the BIS in Basel, Switzerland, has been invaluable in facilitating cooperation and communication with other BIS sponsored organisations. In addition to all of this support, the BIS has enhanced its contributions to IADI further this year, to support IADI’s training and technical assistance capacity and address our needs for additional administrative support.

IADI’s Working Group on New Funding Options, which was established in January 2018 by the Executive Council to evaluate progress in implementing the first phase of the “IADI Strategic Goals: the Way Forward” continued its work in examining options for implementing the second phase of the Strategic Goals, including exploring the desirability of introducing a differentiated fee system for IADI Members.

During the New Year, we look forward to working with the deposit insurance community to promote more effective deposit insurance systems and to contribute towards global financial stability.
 
 

   Highlights from the 17th IADI Annual Conference

     

The 17th IADI Annual Conference was held on 18-19 October 2018, in Basel, Switzerland, hosted by the BIS and the IADI Secretariat. The event was attended by over 210 participants representing approximately 70 jurisdictions worldwide.

The conference entitled “Deposit Insurance and Financial Stability: Recent Financial Topics”, featured presentations and panel discussions by top policymakers, deposit insurers and prominent academics to discuss, debate and provide insights into key issues affecting the global economy, deposit insurance  and financial stability.

Mr David Walker, IADI Secretary General, welcomed participants from all over the world with an interest in deposit insurance and financial system stability. With this backdrop in mind, the Conference focused on two key objectives. Firstly to offer a global perspective on the key challenges that exist from the perspective of deposit insurers and international organisations such as the Financial Stability Board, International Monetary Fund, Organisation for Economic Cooperation and Development and World Bank. Secondly to encourage the active exchange of information, ideas and dialogue.

In his opening remarks, Mr Katsunori Mikuniya (IADI President and Chair of the Executive Council, and the Governor of the Deposit Insurance Corporation of Japan) highlighted that irrespective of the differences among jurisdictions and changing circumstances, a deposit insurer’s core missions are universal, immutable and will not change easily. He also emphasised that an effective deposit insurance system and resolution regime can prevent or mitigate the negative impacts resulting from bank failures and help in maintaining financial stability. Mr Mikuniya concluded by noting that actual crises change their forms as they develop, thus we need to learn from history and the experiences of others, strive to improve ourselves, cultivate our insights and share them with the next generation.
Conference attendees were also addressed by Mr Agustín Carstens, General Manager of the BIS. During his keynote address, he recognised that deposit insurance is an important pillar of trust in the financial system. It is most effective when it stands alongside other pillars of trust, such as banking supervision, resolution arrangements and ultimately the central banks. Mr Carstens also highlighted challenging issues deposit insurers and their financial safety-net partners need to pay close attention to in the future such as fintech and the blurring of the lines between the traditional banking sector and non-banks.

Keynote speaker Ms Jelena McWilliams, Chairman of the Federal Deposit Insurance Corporation (FDIC), USA, shared her personal experience with respect to the hardship that can result from inadequate protection for ordinary depositors. She went on to state that as a founding Member and major contributor, the FDIC has been deeply involved in IADI training efforts over the years; and from that perspective, there is a need to promote greater compliance with the IADI Core Principles for Effective Deposit Insurance Systems (IADI CPs). This includes measures to upgrade the quality and value added of all IADI training workshops, and to ensure a full supply of the IADI CPs’ compliance experts to assist with the needs of IADI Members. She also underlined the essential role of transparency in supporting an effective deposit insurance system.

  In his closing remarks, Mr Patrick Déry (Superintendent, Solvency, Autorité des marches financiers, Quebéc, Canada) stressed that the real value of deposit insurance can only be judged from practical experience. Tremendous efforts have been made by IADI Members since the Global Financial Crisis in enhancing their deposit insurance systems, but we do not know yet if these efforts will be fully effective until tested in real-life situations. Nevertheless, he encouraged Members to explore avenues to increase compliance with the IADI CPs.

The 17th AGM and Conference events also included a Workshop to promote compliance with the IADI CPs with four panels focusing on: (1) the evolving role of deposit insurers in the financial safety net; (2) contingency planning for deposit insurers; (3) the role of the deposit insurer in resolution implementation and funding; and (4) policy issues associated with depositor payouts.

IADI wishes to express its appreciation to the BIS, and in particular to GM Agustín Carstens, SG Monica Ellis, DSG and Head of Corporate Security Bertrand Legros, and all BIS General Secretariat employees, for their excellent hosting and organisation of the IADI Annual Conference, AGM, and EXCO Meetings.

  Key Achievements and Updates from the Council Committees (CCs) and their Technical Committees (TCs)

  Audit and Risk Council Committee (ARCC) - chaired by Sonja Lill Flø Myklebust, Norway
  • Review of the Audit Report on the IADI Website Relocation and Enhancement Project (Phase II) by Deloitte was completed and the IADI Secretariat is working on finalising its response to the report;

  • IADI Financial Statements and the Secretariat’s Quarterly Reports on the Statement of Activities and Financial Position for the FY 2018/2019 - continue to be reviewed, whenever produced;

  • Audited Financial Statements for FY 2017/2018 - approved at the AGM held in October 2018;

  • ARCC agreed to proceed with the process to appoint PricewaterhouseCoopers (PwC) as the new External Auditor from FY 2019/20; and

  • ARCC provided recommendations to IADI Secretariat with regards to:
    - A separate bank account for IADI Reserve Target Funds; and
    - Follow up on the findings from the Audit of the IADI Website Relocation and
      Enhancement Project (Phase II)

   
 Core Principles and Research Council Committee (CPRC)- chaired by William Su, Chinese Taipei
 
  • The CPRC has obtained motions of approval for the publication of an Internal Research Paper, titled Perspectives on Recoveries of Failed Bank Assets; a Research Paper on Deposit Insurance Fund Target Ratio; and to undertake new topics on Resolution Issues for Financial Cooperatives. Other papers that are currently in progress include: the draft Guidelines for the Development of IADI Research, Guidance and Core Principles, and a paper on Purchase and Assumption Resolution Methods.

    • The Islamic Deposit Insurance Technical Committee (IDITC) - chaired by Ronald Rulindo, IDIC, Indonesia- continued its drafting of the Core Principles for Islamic Finance Regulation: Effective Islamic Deposit Insurance Systems and a discussion paper on Shariah Approaches on the Resolution of Islamic Banks, jointly working with the Islamic Financial Services Board.

    • The Public Policy Objectives Technical Committee completed its draft discussion paper on Public Policy Objectives for Deposit Insurance Systems; and the Financial Inclusion and Innovation Technical Committee finished the draft research paper on Deposit Insurance and Financial Inclusion: Current Trends on Insuring Digital Stored-value Products. These papers were reviewed by the RU and subsequently circulated to the CPRC for review.

    • Other papers are at the final stage or currently in progress:

      • Research paper on Deposit Insurers’ Role in Contingency Planning and System-wide Crisis Preparedness and Management.

      • Research paper on Differential Premium Systems.

      • Research paper on Risk Management and Internal Control Systems of Deposit Insurance Systems.

    • The CPRC and the RU have drafted the Guidelines for the Development of IADI Research, Guidance and Core Principles, which will replace the Strategic Plan document issued in June 2011. These Guidelines explain the organisational structure for research at IADI and provide a methodology for:

      • preparing the annual research plan, including new research topics/plans;

      • identifying, developing, reviewing and issuing IADI guidance, research and other papers;

      • ensuring that research papers and guidance papers meet high standards of quality and consistency; and

      • undertaking consultation with other international financial institutions (IFIs), academia and other interested parties for the development and promotion of IADI research and guidance.

  • The DSTC-IADI Secretariat’s transition process has been completed. The Data and Survey Technical Committee (DSTC) was dissolved in October 2018. The RU has assumed the activities related to IADI survey and data management. The Association expresses gratitude to Eugenia Kuri Alamillo (former Chair of DSTC), Juan Carlos López Mora (former International Survey Coordinator) and other former DSTC Members for their strong leadership and commitment until the dissolution of the committee.

 
   Member Relations Council Committee (MRC) - chaired by Mohamud Ahmed Mohamud, Kenya
  • In conjunction with the IADI Secretariat and Regional Chairpersons, the MRC participated in membership application processing (in accordance with the Updated Policy for Membership and Partner Application and Requirement);

  • Following up on the prioritisation of Membership Benefits and Communications Initiatives (efforts led by Canada Deposit Insurance Corporation (CDIC)), the top three rankings identified as priorities based on the responses received from all respondents were:

  • Intention to review Membership fee structure – MRC will actively take part in the WGNFO for the review on this initiative;

  • Greater use of Regional Chairpersons – MRC will proactively arrange a bi-monthly conference call with Regional Chairpersons to receive the most updated information (especially inputs from smaller DIs); and

  • Surveying the specific needs of IADI Members – MRC will liaise with the IADI Secretariat Research Unit to connect between feedback obtained from the Survey and transmit these inputs to the TTAC (with the respective Technical Assistance Workshop, Capacity Building or other outreach or retention related initiatives).


   Training and Technical Assistance Council Committee (TTAC) - chaired by Raúl Castro Montiel, México
 
  • The final draft for the Manual for Planning and Conducting Training and Technical Assistance Workshops (TAW Manual) is complete and will be submitted for EXCO approval;

  • A working version of the Terms of Reference for Expert Consultancy Assignment under Technical Assistance Program for IADI members has been developed;

  • Together with IADI/FSI Connect tutorials, a basic syllabus for CP workshops, the Core Curriculum for CP Workshops of which the first working draft is a Proposal for Core Principles Workshops is currently in development progress (joint partnership between TCTC and IADI Secretariat);

  • With the support of IADI Members in building IADI Repository for knowledge events starting from 2013, the repository project has advanced considerably since the upload of the materials started in October 2018. Knowledge materials for 35 events have been uploaded out of planned 66 events. These can be found on eBIS (IADI Home Page – IADI Knowledge events). Members are requested to send materials for the event hosted by them to Ms Violeta Arifi-Krasniqi – the Chair of the Working Group in charge of the Repository Project;

  • The IADI’s Self-Assessment Technical Assistance Program (SATAP): Program Description and Guidelines was updated and incorporated lessons learned from the Brazil and Vietnam SATAPs. The document was approved by TCTC and TTAC; and

  • The Speaker Database Tool (or Interface for IADI Speakers Search) developed by the TCTC and the CDIC of Chinese Taipei was approved by TCTC and TTAC.  The tool uses the data gathered from the TATC survey launched in November 2017. In addition, a development of the draft version of the Strategies to Broaden and Maintain the Roster of Speaker paper was approved by TTAC.

 
 

  Call for Research Papers - 2019 Biennial IADI Research Conference - Towards Building a More
  Resilient Financial System: Challenges in Deposit Insurance and Bank Resolution


 
The IADI invites Research Papers for its Biennial Research Conference, from 23 to 24 May 2019, which will be held at the BIS in Basel, Switzerland - Hosted by the IADI Secretariat and IADI Training and Technical Assistance Council Committee (TTAC).

The IADI biennial research conference provides a forum for researchers and deposit insurance/bank resolution practitioners to advance participants’ knowledge about a wide range of issues facing deposit insurers.

Research paper submissions must be sent by end-January 2019 by email to: David.Walker@iadi.org and Kumudini.Hajra@iadi.org.

  IADI Annual Survey and the Work of the IADI Secretariat Research Unit

IADI publishes results of its survey on deposit insurance and financial safety net frameworks

The IADI published the results of its 2018 IADI Annual Survey results on deposit insurance and financial safety net frameworks. The survey was based on responses collected from 135 deposit insurance systems (DIS) across the globe, a more than 50 percent increase in the number of respondents over the last four years. The details of the results of the survey are provided here, as well as the accompanying press release are available on the IADI website and the full data set is available on the Members’ Only Site (eBIS).
  

We would like to express our sincere appreciation to all parties that participated in the IADI Annual Survey, for their continued support and commitment to this endeavour. 

The Annual Survey efforts have been led by the IADI Secretariat Research Unit (RU), which is managed by Kumudini Hajra, SPRA; supported by Ryan Defina, Senior Research Analyst and Administrator (SRAA); Nikolay Remchukov, Senior Research Associate (SRA); Sarah Ensner, and Mark Francome (both are Business Analysts). The RU has been involved in directing or undertaking a number of other initiatives as mentioned below.

The IADI Research Unit (RU), under the guidance of a Project Team led by Kumudini Hajra, Senior Policy and Research Advisor (SPRA), and comprising IADI Member representatives, has been working on the IADI Survey Data Management System Project (ISDMS). The project will bring the IADI survey collection function in-house. This involves selection, purchase and implementation of a new survey tool, which will enable IADI to automate a seamless end-to-end process in collecting, consolidating and managing information on deposit insurance systems worldwide in Basel.

Some events that were attended by RU are set out below:

  • Financial Stability Board (FSB) - Cross Border Crisis Management (CBCM) Meeting in Toronto (5 September 2018), attended by SPRA

  • European Forum of Deposit Insurers’ Annual General Assembly, ICS Conference and International Conference in Vienna (from 12 to 14 September 2018), attended by SRAA

  • FSB Resolution Steering Group (ReSG) Meeting in Washington (from 18 to 19 September 2018), attended by SPRA

  • Financial Stability Institute (FSI) - GPFI Conference on ‘Standard-setting Bodies and Innovative Financial Inclusion’ in Basel (from 25 to 26 October 2018), attended by SPRA and SRAA

  • Financial Stability Conference in Berlin (31 October 2018) titled “From Risk Reduction to Risk Sharing: How to Align Opposing Policy Concepts and Shape a Balanced Financial Architecture in the EU”, attended by SRAA

  • Both SRAA and SRA visited the BFG Poland in Warsaw to discuss about data and survey enhancement for IADI.

The SPRA gave presentations on the work of the RU at various IADI meetings, for example, at EXCO, CPRC, and DSTC meetings, as well as the IADI AGM (click here for a link to the AGM presentation).

The RU is currently collaborating with FSI on preparing the paper titled “Use of Deposit Insurance Funds in Resolution and Insolvency ”, which will be published in the FSI Insights in mid of 2019.  

 

 

 Additional Events, Training, Seminars and Conferences (July to December 2018)


IADI and Islamic Financial Services Board (IFSB) MoU to Jointly Develop and Implement Core Principles for
     Effective Islamic Deposit Insurance Systems, 6 August 2018, Kuala Lumpur, Malaysia
 

The IADI, represented by Secretary General David Walker, and the IFSB, represented by Secretary General Dr Bello Lawal Danbatta signed a Memorandum of Understanding (MoU) on 6 August 2018, in Kuala Lumpur, Malaysia. The MOU between the two global standard setting bodies aims at strengthening collaboration to jointly develop, and promote, technical standards for the implementation of effective Islamic deposit insurance systems. Under this agreement, areas of cooperation between the IFSB and IADI include:  
  • Development of prudential standards for Islamic deposit insurance systems;
  • Promotion for the implementation of prudential standards to facilitate the development of Islamic deposit insurance; and

The IADI-IFSB MoU signing also marked the inaugural Joint Working Group (JWG) Meeting of the Core Principles for Islamic Finance Regulation: Effective Islamic Deposit Insurance Systems (CPIFR – IDIS). The JWG is guiding the development of CPIFR-IDIS, which aims to serve as an internationally recognised framework to facilitate the development and implementation of effective Shari’ah-compliant deposit insurance systems (SCDIS). Kumudini Hajra, SPRA, and Ramadhian Moetomo, Senior Policy Analyst, represented the IADI in the work of this group.

 The ARC’s 2018 Annual Meeting and TAW were held on from 25 to 28 September 2018, at Four Points by Sheraton, Victoria Island, Lagos, Nigeria and was hosted by the Nigeria Deposit Insurance Corporation (NDIC). The event was attended by approximately 70 participants from 23 jurisdictions, the theme of the Workshop was “Financial Stability, System Wide Crises Preparedness and Effective Bank Resolution”. During the Annual Meeting, the Managing Director/CEO of NDIC, Umaru Ibrahim was elected as the New Chairman of ARC and Mohamud Ahmed Mohamud, CEO of the Kenya Deposit Insurance Corporation was elected as the Vice Chairman.
Asia-Pacific Regional Committee (APRC) Regional Technical Assistance Workshop,
     27 to 29 November 2018, Taipei City, Chinese Taipei
The Central Deposit Insurance Corporation (CDIC, Chinese Taipei) hosted a regional TAW from 27 to 29 November 2018 in Taipei City, Chinese Taipei. The workshop’s theme was “Technical Assistance Workshop on Dealing with Failing and Failed Member Institutions: Case Studies and Lesson Learnt “and the event was attended by representatives from approximately 5 continents. Most of the discussions centered on case studies and experts from around the globe sharing their experiences on effective communication, payout techniques, as well as various large bank resolution techniques (e.g. bridge bank, purchase and assumption, and open bank assistance) and challenges.

Meeting of the Working Group of New Funding Options was held on 4 December 2018, in Basel, Switzerland, hosted by the IADI Secretariat, and attended by the President of IADI as well as the working group’s Chairperson and members.

     Senior Policy Research Advisor (SPRA) Kumudini Hajra; in regards to enhance the Association’s profile
  • A presentation on deposit insurance issues and trends was provided by the SG to the 10th Anniversary Conference of the Deposit Protection Agency of Thailand from 2 to 3 August 2018.
  • Other presentations on IADI were made by the SG to the European Forum of Deposit Insurer’s (EFDI) Annual General Assembly in Vienna from 12 to 14 September 2018; to the United States Federal Financial Institutions Examination Council in Washington, DC on 3 October 2018; and, to the Eighth Congress of Kazakhstan Financiers International Conference in Almaty, Kazakhstan on 15 November 2018.
  • SG and SPRA made presentations at the Core Principles Workshop held in Basel, Switzerland on 19 October 2018.
  • SPRA was also one of the speakers at an international conference titled “The deposit insurance system: challenges and look into the future” hosted by the Republic of Belarus’ Agency of Deposit Compensation in Minsk, Belarus from 21 to 22 November 2018

Appointment of new FSB Chair and Vice Chair

On 26 November 2018, the Plenary of the Financial Stability Board (FSB) appointed Randal K. Quarles (Governor and Vice Chairman for Supervision at the Federal Reserve, United States) as its new Chair and Klaas Knot (President of De Nederlandsche Bank, The Netherlands) as Vice Chair for a three-year term starting on 2 December 2018. Plenary members unanimously welcomed these appointments, which were made at the recommendation of a specially constituted Nominations Committee. FSB Plenary members expressed their gratitude to the current FSB Chair, Mark Carney for his exemplary leadership of the FSB over the past seven years.

The Federal Deposit Insurance Corporation (FDIC) is pleased to announce the solicitation for the 2019 sessions of FDIC 101 (5-day program designed to provide an overview of the policies and procedures used by FDIC to support its mandates), that will be held in Arlington, VA, USA. Sessions of FDIC 101 will be offered in 2019: From 25 to 29 March / From 4 to 8 November.

     Overview Course of Financial Sector Issues (“Financial Systems in the Era
     of Data and Technology”), 24-28 June 2019, Washington D.C., USA

The targeted participants of this course are leaders of national and regional financial sectors, and it is intended for mid-level officials from central banks, ministries of finance, and financial regulatory agencies, as well as staff involved in financial sector operations from international development organisations and the private sector. Throughout the training, participants will hear the views of leading financial experts on the more traditional role of the financial sector as well as how big data and new financial technologies are reshaping finance all over the world. The 2019 Course Completion Certificate will be co-branded by the George Washington University School of Business (GWU) and the World Bank Group. The International Association of Deposit Insurers (IADI) was formed in May 2002 to enhance the effectiveness of deposit insurance systems by promoting guidance and international cooperation. Members of the IADI conduct research and produce guidance for the benefit of those jurisdictions seeking to establish or improve a deposit insurance system. Members also share their knowledge and expertise through participation in international conferences and other forums. The IADI currently represents 83 deposit insurers, 10 Associates and 14 Partners. The IADI is a non-profit organisation constituted under Swiss Law and is domiciled at the Bank for International Settlements in Basel, Switzerland.
