  The six month period since the last Newsletter certainly has been an exciting, productive and highly successful one, with many highlights to report upon! Further details on these may be found in the relevant sections of this Newsletter.  


  Executive Council (EXCO) Meetings were held in Tokyo, Japan, and in Basel, Switzerland. The Tokyo EXCO meeting, held in February 2017 and hosted by the Deposit Insurance Corporation of Japan (DICJ), was led by the DICJ Governor, Mr Katsunori Mikuniya, included an Asia-Pacific Regional Committee (APRC) Technical Assistance Seminar and International Conference, with one of the Keynote Speakers being the Governor of the Bank of Japan.

In May 2017, the Basel EXCO meeting was immediately followed by the 4th IADI Biennial Research Conference, focussing on the theme of “Designing an Optimal Deposit Insurance System”, it was attended by around 200 participants representing a global audience of around 70 jurisdictions. The invited paper by Professor Itay Goldstein, The Wharton School, The University of Pennsylvania, USA, and co-authored with Eduardo Dávila, Stern School of Business, New York University, USA, provided a model for estimating the optimal level of deposit insurance coverage. Other paper presenters covered the broad topics of deposit stability in failing banks, the role of cross-border deposits in crises, financial innovation as a tool for extracting rents from bailouts, implications of interbank market monitoring for bank regulation, the liability structure of banks, and the effect of the design of deposit insurance on the structure of the financial system.
Efforts have been dedicated to the continued implementation of IADI’s governance reforms. For example, four Council Committees (CCs) were established, memberships’ constituted, and Technical Committees (TCs) formed.
  Two Working Groups were formed by the Executive Council and facilitated by the Secretariat. The first was a Working Group to review and refine the draft Terms of Reference of the CCs, chaired by Mr Bumgook Gwak, Chairman and President of the Korea Deposit Insurance Corporation (KDIC), which saw its recommendations approved by EXCO in May 2017. The second is a Working Group on a Code of Ethics and Code of Conduct for the Association that was established more recently and is working towards its goal- it is being chaired by Mr Giuseppe Boccuzzi, Director General, Interbank Deposit Protection Fund (FITD), Italy.  
  With regards to training and technical assistance, the Association has held its first three Regional Technical Assistance Workshops (TAWs). The contents of these Workshops are based on thorough analysis of the training gaps and needs on a region-by-region basis, resulting in them being well attended, with motivated and highly engaged participants receiving assistance which is relevant to them. The Workshops also provided an opportunity for outreach to organisations that are not yet IADI Members.  
Also in terms of outreach and communication, the Secretariat has been working with the Member Relations Council Committee (MRC) to develop a Membership Benefits Plan for recruiting new, and retain existing, Members. Further, we are in the process of developing an Implementation Plan for the Association’s Communications Strategy, as approved by EXCO in 2016. In addition, the IADI Member Profiles on the external website have been updated and translated into seven languages.
 
 

   Announcements of New Secretariat Member and invitations for Secondee positions

  We are pleased to announce the recruitment of Mr Michael Boehl for the newly created Secretariat position of Senior Research Analyst and Administrator (SRAA), a process initiated in the Summer of 2016.

Mr Boehl will be joining IADI from the European Banking Authority (EBA), where he worked as a Policy Analyst, specialising in the areas of deposit insurance and banking resolution. He will become a member of our team as per 1 August 2017, and we look forward to working with him during the busy IADI year ahead!
In addition, the Secretariat is currently inviting applications for the secondee positions of Research Analyst, and Policy and Communications Specialist, both of which will be based at the IADI Secretariat in Basel, Switzerland.    Highlights from the 4th IADI Biennial Research Conference

 
         
  The International Association of Deposit Insurers (IADI) hosted its 4th Biennial Research Conference on 1-2 June 2017 at the Bank for International Settlements (BIS) in Basel, Switzerland. The Conference was attended by 188 participants representing a global audience of 67 jurisdictions.

The Conference focused on the theme of “Designing an Optimal Deposit Insurance System,” featuring one invited paper and six others chosen from 32 submissions received in response to a Call for Papers. Each paper was presented by the author and discussed by two reviewers.

The attendees were welcomed by David Walker, Secretary General, IADI. Thomas Hoenig, President and Chair of the Executive Council of IADI and Vice Chairman of the Federal Deposit Insurance Corporation (FDIC), USA, delivered the Opening Remarks. Mr Hoenig emphasised the timeliness of the Conference and the topics covered, as optimal deposit insurance design requires us to confront issues of moral hazard, liquidity shocks and other challenges to maintaining financial stability. The Keynote Address was delivered by Hyun Song Shin, Economic Adviser and Head of Research, Monetary and Economic Department, BIS, in which he presented his research on the impact of dividends and management compensation on banks’ capital structure.

The invited paper by Professor Itay Goldstein, The Wharton School, The University of Pennsylvania, USA, and co-authored with Eduardo Dávila, Stern School of Business, New York University, USA, provided a model for estimating the optimal level of deposit insurance coverage. The paper presenters, discussants and session chairs were largely from academia but also included speakers from deposit insurance agencies, central banks and international financial institutions.

The Distinguished Guest Speaker, Stefan Ingves, Sveriges Riksbank, and Chairman of the Basel Committee on Banking Supervision (BCBS), stressed that deposit insurance systems, are a key ingredient to financial stability. Mr Ingves outlined challenges faced by deposit insurance systems, such as the interaction between deposit insurance, resolution and public guarantees as well as cross-border issues. He emphasised that financial stability is a joint responsibility and, that while striving towards more optimal deposit insurance is important, deposit insurance should only be drawn upon rarely. He highlighted the importance of enhancing the resilience of financial institutions through the post-crisis reforms developed by the BCBS and ensuring that the regulatory framework is robust.

The Conference ended with a stimulating discussion at the regulators’ roundtable where the panellists shared their perspectives on the global financial safety net. The panellists included Thomas Hoenig, IADI and FDIC, Katsunori Mikuniya, Governor, DICJ, Bumgook Gwak, Chairman and President, KDIC, and Marc Dobler, Senior Financial Sector Expert, International Monetary Fund.

   Update on the Revised IADI Governance Structure

Background
  As reported on within the last Newsletter, a resolution by EXCO ratifying the revised Governance Structure of IADI was made in October 2016, in Seoul, Korea, resulting in:  






















































 
  • Council Committees being created, to replace the seven Standing Committees that had existed, to provide oversight of the Association’s priorities and objectives, and the work of the then Subcommittees. The four Council Committees (CCs) comprised one Council Committee for each of the three Strategic Goals, and a fourth Council Committee to provide oversight for audit and risk. During the same month (October 2016), the Chairpersons were appointed (by EXCO) for those Council Committees:-

  1. Audit and Risk Council Committee (ARCC)- now chaired by Sonja Lill Flø Myklebust, Norwegian Banks’ Guarantee Fund
  2. Member Relations Council Committee (MRC)- chaired by Kapal Kumar Vohra, Deposit Insurance and Credit Guarantee Corporation, India
  3. Training and Technical Assistance Council Committee (TTAC) - chaired by Raúl Castro, Instituto para la Protección al Ahorro Bancario, Mexico
  4. Core Principles and Research Council Committee (CPRC) - chaired by William Su, Central Deposit Insurance Corporation, Chinese Taipei
 
  • Technical Committees, previously known as Subcommittees, established to undertake the work of the CCs. Both EXCO and non-EXCO members, including their staffs, may serve on Technical Committees.

   
  • Regional Committees providing a stronger voice to the regions and establishing greater two-way communication between the regions and EXCO. Further, Regional Committees to retain their right to self-determination, i.e. whether or not two Regional Committees make a decision to merge.

Composition of each Council Committee
  In November 2016 began the process of populating the Council Committees (CCs) through an Expression Of Interest (EOI) process facilitated by the Secretary General, firstly to EXCO members, and later to Designated Representatives not currently serving on EXCO.

Listing of Technical Committees (TCs)
  To maintain continuity, or to complete legacy projects, and in order to provide the newly created CCs an opportunity to decide whether they should remain in existence, it was decided at the 49th EXCO meeting that several former Standing Committees would be reconstituted as Technical Committees for a temporary, interim basis.

The membership of these reconstituted Standing Committees will be identical to the former Standing Committees, and their work will continue unless decided otherwise by the Council Committee concerned.

At the EXCO meeting which took place in Seoul, in October 2016, draft CC TORs were presented for discussion and (subject to various modifications) were used to constitute the new CCs and TCs. In order to finalise the TORs, Chair Hoenig asked Mr Bumgook Gwak, Chairman and President of the Korea Deposit Insurance Corporation (KDIC), to form a Working Group (WG) to finalise the TORs, which included:-
 
  • All four CC Chairpersons (as stated above)

  • Four other Designated Representatives – either EXCO members or Designated Representatives not currently serving on EXCO, and to be chosen by Mr Gwak, through an EOI process, and were, Thierry Dissaux, Alejandro Lopez, Patrick Loeb and Patrick Déry.

   
During the period March through May 2017, the ToR Working Group members carried out a detailed, iterative process of consultation and deliberation on the precise contents of each ToR.

   Executive Councilmember departures since Dec 2016


The Association wishes to show its appreciation to the former Executive Councilmembers below, who have departed from the Executive Council (EXCO) since December 2016:
 
  

Jorge Castaño, former Managing Director of the Fondo de Garantías de Instituciones Financieras (FOGAFIN), Colombia, joined EXCO in May 2016, following the departure of María Inés Agudelo, before being elected to EXCO in October 2016. He held the roles of Vice Chairperson of the Training and Technical Assistance Council Committee, Vice Chairperson of the Latin America Regional Committee, and Chairperson of the Subcommittee on Financial Inclusion and Innovation, prior to leaving FOGAFIN and EXCO in May 2017. At present, the Designated Representative for Colombia, and EXCO member, is Juan Carlos Lopez.
  Yee Ming Lee, former General Manager, Policy and International, Malaysia Deposit Insurance Corporation (MDIC), had been an elected EXCO member since October 2011. During that period, Ms Lee had held the position of Chairperson of the Data and Survey Committee (and, later, the Data and Survey Technical Committee (DSTC)). Due to changes at the MDIC, in February 2017 Ms Lee announced she would no longer be the Designated Representative for the organisation, being replaced on EXCO by Rafiz Azuan Abdullah and as Chairperson of the DSTC by Eugenia Kuri, of Instituto para la Protección al Ahorro Bancario (IPAB), Mexico.
     
  Cristina Que Orbeta, former President of the Philippine Deposit Insurance Corporation (PDIC), had served on EXCO since October 2014, and had been the Chairperson of the Audit Standing Committee and, later, the Audit and Risk Council Committee (ARCC). In February 2017, Ms Orbeta was replaced on EXCO by the new President of the PDIC, Roberto Tan, with Sonja Lill Flø Myklebust later appointed as Chairperson of the ARCC.

   The IADI Annual Survey


  




We can confirm that validation of 2016 IADI Annual Survey, which had 124 responses, has now been completed. The detailed findings of the Survey results will be uploaded to our Members only website shortly, along with a smaller selection of the findings posted to our public website.

The 2017 IADI Annual Survey will be circulated for completion in the coming weeks.

51st EXCO Meeting and International Conference and APRC Technical Assistance (TA) Seminar- Tokyo, Japan

The 51st Executive Council (EXCO) Meeting and International Conference were hosted by IADI and the Deposit Insurance Corporation of Japan (DICJ) on 13-17 February 2017, in Tokyo, Japan. The EXCO had inaugural presentations from the four newly created Council Committees, which had replaced the seven Standing Committees and reflected recent changes in IADI’s governance structure, in addition to discussing Digital Finance issues such as Fintech and digital currency, and possible approaches by Deposit Insurers to their implications.

The Conference, entitled “The Changing Environment and Deposit Insurers” covered issues ranging from the changing business environment for Deposit Insurers to policy measures for a robust financial system. Presentations by experienced speakers (including the Governor of the Bank of Japan) on their fields of specialisation led to in-depth discussions amongst expert panels, giving the participants valuable insights on the conference themes. A total of around 160 participants attended the Conference, including those from deposit insurance institutions and the relevant authorities from 34 countries/jurisdictions, as well as domestic experts. The program of the Conference and the speeches and presentations made by the participants at the Conference are available on the DICJ’s webpage.

During the meeting, the EXCO agreed to establish a Working Group on a Code of Ethics and Code of Conduct (WGECC) for the Association, which would be led by Giuseppe Boccuzzi of the Interbank Deposit Protection Fund, Italy.

The meetings in Tokyo also included an Asia-Pacific Regional Committee (APRC) Technical Assistance (TA) Seminar, which looked at improvements in financial institutions’ failure resolution preparedness, and the recovery and disposal of assets related to the functions of the Resolution and Collection Corporation of Japan (RCC).

IADI 1st Regional Technical Assistance Workshop with ARC and MENA, ARC Annual Conference- Casablanca, Morocco

The IADI Africa Regional Committee (ARC) and Middle East and North Africa Regional Committee (MENA) hosted the Joint Regional Technical Assistance Workshop (TAW) on 27–29 March, in Casablanca, Morocco, hosted by the Moroccan Deposit Insurance Corporation (SGFG). This was the first Regional TAW, and the agenda and topics covered had been tailored following careful analysis of the regional training gaps and requirements. During the workshop, facilitators and participants discussed various topics surrounding the functioning of their current deposit insurance (DI) systems, such as their international architecture, evolving role, legal framework, financial safety net coordination, depositor payout and resolution, and the establishment of such systems. In addition, participants were provided with a presentation by Hooi Eng Phang from the Toronto Centre.
  Annual ERC Meeting, Regional Technical Assistance Workshop, and International Conference- Bari, Italy

The IADI European Regional Committee (ERC) held its Regional TAW, Annual Meeting and International Conference on 4-8 April 2017, in Bari, Italy, hosted by the Interbank Deposit Protection Fund (FITD). The Conference, entitled “Dealing with Banking Crises: Where are we today?”, aimed to provide a contemporaneous outline of bank crisis management regulation, with particular attention to the role of DI systems in Europe. Experienced panellists participated in the conference, discussing themes associated with the financial stability, regulation and state aid, sharing the burden of bank failures and the DI’s role in crisis preparedness and management. The event also consisted of the ERC’s Regional TA Workshop, focussing on the sources and uses of funds, and a presentation from Babak Abbaszadeh, the President and Chief Executive Officer of the Toronto Centre.
  Second Americas Deposit Insurance Forum, Regional Technical Assistance Workshop, and Regional Committee Meetings : CRC, LARC, RCNA- São Paolo, Brazil

Three IADI Regional Committees, namely the Latin America, Caribbean, and the North America Regional Committee, held their Second “Americas’ Deposit Insurance Forum” on 24-26 April 2017, in São Paulo, Brazil, hosted by the Fundo Garantidor de Créditos (FGC), Brazil. The event allowed participants to compare and contrast legal amendments of DI systems, and macroeconomic characteristics, of their respective regions. It also included a Regional TAW on public awareness, funding and payout and banking resolution frameworks, with a presentation from Juan Pablo Arango, Program Director at the Toronto Centre.
52nd EXCO Meeting- Basel, Switzerland

The 52nd EXCO Meeting, and associated Council and Technical Committee meetings, were hosted by IADI on 29-31 May 2017, in Basel, Switzerland. During the EXCO Meeting, the Chair of the Working Group (WG) on the Council Committee Terms of Reference (TOR) gave a presentation on the WG’s final report. The revised draft TORs- which describe the mandate, objectives and responsibilities of the four newly created Council Committees- were approved by the EXCO members. The meeting also included reports on the Association’s financial statements, research program, membership relations, and technical assistance and training initiatives. Regional issues were also discussed and included a review by the APRC on learnings from the operations of other IADI Regional Committees.

The meeting allowed the opportunity for Mr Gwak of KDIC to announce the opening of its new Global Academy. The Academy comprises state-of-the-art learning, accommodation and recreational facilities, with plans to offer professional courses on five key areas to KDIC staff and international colleagues, in view of it becoming a useful tool for IADI Members. Non-IADI events attended by the Secretary General and the Senior Policy and Research Advisor

In addition to playing a key role in the events above, the Secretariat and, especially the Secretary General and the Senior Policy and Research Advisor (SPRA), have been consolidating the profile of IADI by actively participating in events organised by partner organisations. For example, the SPRA participated in the Financial Stability Board’s Resolution Steering Group meetings in Basel and Cape Town, South Africa, and the Cross-border Crisis Management group meetings in Vienna, Austria, and Ottawa, Canada. Besides these, the SPRA has provided technical assistance to Azerbaijan with the World Bank.

The Secretary General spoke at the Canada Deposit Insurance Corporation International Deposit Insurance Conference in Ottawa, Canada, and attended the European Forum of Deposit Insurers’ Fintech Conference in Zurich, Switzerland. He also presented on the Deposit Insurance reforms and IADI’s activities at the Bank for International Settlements’ Annual General Meeting, at a session involving other standard setting bodies (the Financial Stability Board (FSB), the International Organization of Securities Commissions (IOSCO), the Basel Committee on Banking Supervision (BCBS), and the International Association of Insurance Supervision (IAIS))- a video and copy of all of the presentations may be found using the hyperlinks.
 
                   
 
The Secretariat has provided research assistance on deposit insurance issues for Iran, Colombia, the International Monetary Fund, Swaziland and World Bank requests. Additionally, we have worked with the Financial Stability Institute (FSI) and TTAC on developing a programme for the joint FSI-IADI Policy Implementation Meeting on early supervisory intervention, resolution and deposit insurance issues (12-13 September in Basel).  

 

  New IADI Participants

Join us in welcoming IADI’s new Member, the Bank Deposit Guarantee Fund – Algeria (FGDB).
  • Bank Deposit Guarantee Fund – Algeria (FGDB)/ Fond de Garantie des Dépôts Bancaires (FGDB)

    The Bank Deposit Guarantee Fund – Algeria (FGDB), was incorporated in October 2003 by virtue of an Ordinance No. 03/11. The Scheme has a pay-box mandate, and is government legislated and privately administered. It covers commercial banks and has 27 member institutions, as at 31 December 2016. With the Fund’s 19 full time employees, the coverage limit applicable is 600,000 Algerian Dinar (c.5,500 US Dollars) per depositor, per institution, and targets to commence deposit reimbursement within one month of a bank’s failure. It is funded via a flat rate, ex-ante method.

    FGDB’s membership in IADI was approved by EXCO using a correspondence vote in late June 2017, with a ratification approval scheduled for October’s EXCO meeting in Québec City, Canada. The FGDB was represented in its application by Mr Meftah Sebhi, General Manager of the FGDB.
 
  As at the end of June 2017, IADI’s membership included 105 participants, including 83 Members, 8 Associates and 14 Partners.

  The 16th IADI Annual General Meeting (AGM), Annual Conference, International Exhibition, 53rd and 53rd bis EXCO Meeting, and related meetings will be held at the iconic Fairmont Le Château Frontenac, Québec City, Canada, from 8-13 October 2017. The meetings and events will be graciously hosted by the Autorité des marchés financiers (AMF), and will coincide with the 50th anniversary of the Federal Deposit Insurer, in addition to Canada’s 150th anniversary.      
         
Conference Theme
The theme for this year's Annual Conference event will be ‘Deposit Insurance for All – Adapting the Core Principles to Different Structures, Mandates and Types of Institutions'

Highly regarded speakers will address the issues and challenges faced by financial cooperatives in adapting international crisis management and resolution tools developed for traditional banks. In Québec, the AMF has acquired a wealth of expertise in this area with the presence of one of the largest cooperative financial groups in the world, Desjardins Group, which was founded more than 100 years ago. AMF are looking forward to sharing this expertise with you!
 
         
  Election of the Chair of EXCO and IADI President, IADI Treasurer, and EXCO Councilmembers      
         
  As per our Statutes, the AGM will vote to elect Executive Councilmembers for their desired terms. The announcement for submitting an Expression of Interest (EOI) from amongst the Designated Representatives to serve on the Executive Council, which, outlines the process for candidates wishing to stand for election will be circulated around 10 August 2017. Candidates should submit their EOIs no later than 1 September 2017 (for self-nominations) or 8 September 2017 (for Member nominations). The overview of the EOIs received will be posted on the IADI internal website on 12 September, 30 days prior to the election. The election will be presided over by the Secretary General via secret balloting at the AGM and the results announced during the AGM on 12 October 2017.

In order to ensure widespread representation of membership in the Council, Designated Representatives of all IADI Members are welcome to stand for 2017 Election. Due to the expiry of Councilmembers’ terms, and the limit on participation on the EXCO of six years (as per the Association’s By-Laws), there will be eight (8) positions vacant at this year’s election.

Please note that this year will also see vacancies arise for the position for Association Treasurer (who need not be a member of the Executive Council), and Chair of the Executive Council and President of the Association.

  To facilitate your travel arrangements, the organising committee has reserved a block of rooms for delegates at competitive rates at the venue. However, since this event is taking place during a peak tourist season and access secured to a limited number of rooms, it is important to reserve your room at Fairmont Le Château Frontenac promptly. The preferred rates will be available until 5 September 2017.

  Citizens of certain countries and territories need a visa to visit or transit Canada, and since March 2016, visa-exempt foreign nationals who fly to, or transit through Canada, need an Electronic Travel Authorization (eTA).

The International Association of Deposit Insurers (IADI) was formed in May 2002 to enhance the effectiveness of deposit insurance systems by promoting guidance and international cooperation. Members of the IADI conduct research and produce guidance for the benefit of those jurisdictions seeking to establish or improve a deposit insurance system. Members also share their knowledge and expertise through participation in international conferences and other forums. The IADI currently represents 83 deposit insurers, 8 Associates and 14 Partners. The IADI is a non-profit organisation constituted under Swiss Law and is domiciled at the Bank for International Settlements in Basel, Switzerland.
