IADI issues Discussion Paper on Deposit Insurance from Shariah Perspectives. This paper discusses briefly the arguments put forward by deposit insurance practitioners as to why deposit insurance is permissible under Shariah, and the differences between Islamic and conventional deposit insurance systems. The paper also discusses approaches in designing an Islamic deposit insurance system, and describes the approaches taken by Malaysia and Sudan in developing their Islamic deposit insurance systems. Message to IADI Members: during the first quarter of this year, Data and Information Subcommittee released the first version of the reporting tool of the IADI Database. The reporting tool enables members to view, query, and download survey information. Data was recently refreshed to include the responses received from the following surveys:

    4)     Payout Set B

On September 12-14, 2011 Kazakhstan Deposit Insurance Fund will host the IADI Eurasia Regional Committee’s 4^th Annual Meeting and Seminar in Almaty, Kazakhstan. The title of the seminar is “Problem Banks Resolution Methods and Payouts of the Insurance Coverage”. It's sessions will focus on consideration of practical issues in the Deposit Insurers’ activity, including the formation of the depositors’ register in a liquidated bank, insurance coverage payouts to the depositors, forcible liquidation and problem banks’ alternative resolution methods (P&A, Open Bank Assistance, Bridge Bank, etc).

Registration is now open for the "Financial Stability in Africa: Role of Deposit Insurance & Financial Inclusion" - Africa Regional Committee (ARC) Annual Conference, 22-24 June 2011, Victoria Falls in Zimbabwe

• highlight deposit insurance policies and characteristics that were critical to maintaining financial stability during the financial crisis;

• present resolution policies and mechanisms that worked especially well or poorly;

• discuss deposit insurance and bank resolution reforms that were adopted in response to the crisis; and

• discuss whether and, if so, how the financial crisis changed the role of deposit insurance.                  

David Hoelscher, Former Assistant Director and Division Chief, Monetary and Capital Markets Department, International Monetary Fund, has been invited to present a paper on deposit insurance policies and the financial crisis. Richard Herring, Jacob Safra Professor of International Banking; Professor of Finance, University of Pennsylvania will present a paper on resolution policies and the financial crisis.  Eva Hüpkes, Advisor on Regulatory Policy and Cooperation, Financial Stability Board, will present a paper on the role of deposit insurance and resolution policy in promoting financial stability.  William R. White, Chair of the Economic and Development Review Committee, Organization for Economic Co-operation and Development, will moderate a round table discussion on deposit insurance and bank resolution reforms adopted in response to the crisis. 
Discussants include Donald Kohn, Former Vice Chairman, Federal Reserve Board of Governors; Mar Gudmundsson, Governor, Central Bank of Iceland; and Gary Stern, Former President, Federal Reserve Bank of Minneapolis.
The conference will be open to deposit insurers, banking supervisors, central bankers and other interested parties. The conference agenda offers a platform for sharing practices and experiences among the various authorities.

Registration is open for the 2011 IADI Training Program, entitled Deposit Insurance Assessments and Fund Management.  The seminar will be hosted by the Federal Deposit Insurance Corporation (FDIC) in the United States, 5 – 7 April 2011 and 15 – 17 November 2011 by the Central Deposit Insurance Corporation (CDIC) in Taipei.  The seminar will focus on issues related to the establishment, management, and maintenance of a deposit insurance fund. Presentations will explore the different funding approaches, assessment methods, transitioning from a flat-rate to differential premium system, approaches for determining the appropriate fund sufficiency level, and management techniques for cash management and fund investment.  The application to attend the Training Program is attached. Please note that there are 10 questions related to funding included at the end of the application. We ask that you please include your responses to these questions with your application as they will be used to help tailor the session to the needs of the participants.  Please send the completed application to Shilpa Shah, FDIC, via email (shshah@fdic.gov) no later than 11 March 2011.  Your organization is encouraged to register as soon as possible as participants will be accepted on a first come –first serve basis.  Participants will receive acknowledgement of their acceptance and further guidance, as soon as possible but no later than 27 March 2011. The 2011 Europe Regional Committee (ERC) Seminar "Building Confidence by Awareness" will be held 30 - 31 March in Bucharest, Romania.

The International Association of Deposit Insurers (IADI) is pleased to announce the release of the final version of the “Core Principles for Effective Deposit Insurance Systems - A methodology for compliance assessment” dated December 2010. 
In June 2009, the International Association of Deposit Insurers (IADI) and the Basel Committee on Banking Supervision (BCBS) issued “Core Principles for Effective Deposit Insurance Systems”. 
In December 2009, IADI, Basel Committee on Banking Supervision (BCBS), the European Forum of Deposit Insurers (EFDI), the International Monetary Fund (IMF), the World Bank, and the European Commission (EC) began a collaborative effort to develop a robust Methodology to assess compliance with the Core Principles.  A draft Methodology was distributed in April/May 2010 to over 120 members of IADI, BCBS, and EFDI as well as senior officials in IMF, the World Bank and EC. Comments received from these reviewers were incorporated and the draft Methodology was field tested in September/October 2010 in three pilot locations: Czech Republic, India and Mexico.
The observations and feedback from the field test assessors were incorporated in a revised version of the Methodology, which was then posted on the IADI, BCBS, and EFDI websites for public consultation.
The final version of the Methodology was submitted to the Financial Stability Board on 27 December 2010, with a request to include the Core Principles for Effective Deposit Insurance Systems in the Compendium of Key International Standards.
