Carlos Isoard was appointed IADI's third Secretary General by the Executive Council in June 2010, for a three year term starting mid-September 2010.
Prior to this, Mr. Isoard worked as an independent professional, member of the Audit Committee of Banco Nacional de Obras y Servicios Públicos, S.N.C. (Government bank for infrastructure and public services), and member of the Board of Financiera Mexicana para el Desarrollo Rural, S.A de C.V., SFP., (Mexican financial company for rural development - microfinance). Mr. Isoard served as Member of the Governing Board of the Instituto para la Protección al Ahorro Bancario (IPAB), Mexico, (May 1999 – December 2008).
Before joining IPAB Mr. Isoard worked for the Banco de México (Central Bank) since 1972 in several capacities, the last one as General Director of the Commercial Development Trust Fund (1991-1999). Mr. Isoard was also member of the Board, or Board Committees of government banks, trusts and other public institutions as representative of Banco de México (1989-1999).
Mr. Isoard was the Chair of the Latin America Regional Committee of the International Association of Deposit Insurers (IADI) from 2002 to 2008 and was a member of the Working Group on Deposit Insurance of the Financial Stability Forum (1999-2002).
Mr. Isoard holds a MA degree in Economics from the University of Chicago (1977) and a BA in the same field from ITAM (Instituto Tecnológico Autónomo de México) (1974). Since December 2006 he is Member of the Advisory Council of the School of Economics of the Universidad Panamericana, where he taught from 1978 to 2003. He also taught at ITAM in 1977.
